Yes..... It might take a couple months, but the fur grows fast if the dog is healthy.

We did not take pictures because it looked awful - especially since our dog was short legged. But our dog had an emergency neuter at age 9 because of a ruptured fatty tumor on his scrotum. He literally went out for potty and came back up to the house with a trail of blood behind him and a look of confusion on his face. They removed the whole thing, but meanwhile they apparently decided to shave his rear like your dog (both sides). They left fur on his feet and the tip of his tail. I believe they did that to make sure there was nothing else that had to be removed. Or the tech fancied herself a poodle groomer.

His coat grew back extra extra thick and long, including his trousers. He's the one who almost lived to be 14.
