I'm very ignorant on this subject, and I just came across the topic while researching "spay coat". I assume that since vasectomy/tubal ligation allows dogs to keep their hormones, it would prevent this, but still be effective for sterilization. What do you think? Is it not done because it's less effective/known/available?

Vasectomies are just more expensive and come with the same risks testicles always bring, such as prostatic disease. It's a matter of weighing the pros and cons with the boys.
Girls otoh- the risk of a pyometria is there if you do an ovary sparing spay. For my own dogs, it's not a risk I would take, especially since it would remove pyo from the differential if she became ill until it was way worse.
