'Kay... this is me being lazy and not looking it up myself... which I'll most likely end up doing later today.... but in the meantime:

Someone mentioned today at training that you can use verbal AND signal for the drop in the DOR. Can anyone confirm or deny?

3. Drop On Recall exercise. The primary purposes of this exercise are to demonstrate the dog’s ability to respond to the handlers first command and/or signal to the following: To come on a single command and/or signal, to drop to a “Down” position on the handler’s first command and/or signal, to remain in the “Down” position when approached by the Walking Steward, and to come directly and immediately to the handler and sit in the “Front” position on the handler’s first command and/or signal.

I was going to answer you but I see you already found the answer. The only time you cannot use both a command and a signal in UKC is in the signal exercise, I believe. Also too lazy to look it up, LOL.
