Just figured out how to do this and thought I'd share!
Open microsoft office picture manager. Then click edit pictures. Then look at change picture size and there should be a resize option! The predefined width x height and there's a drop down menu and a couple of options are large web and small web. I made a copy of the picture before I resized it so I'd still have the original once I saved it.
