Ages? Mom is elderly? Falls due to ? how often?
What's your relationship to the dog, your mom's relationship to the dog?
Do you have an episode on video? What's Maddie's position in relation to your mom? What do you do if mom falls, and Maddie is in whatever position that is? What do you say/do? What does she do?

I understand from PM you work all day and your mom is with the dog all day.
What happens when mom falls, what is said, how is dog reacted to? Basically the same question I asked above?

But from just the tidbit of who's with dog all day, mom, it appears MOM is the one the dog thinks is her person, not you.
Is it normal to attack others helping? No, but that is why I asked the other questions. There may be other reasons playing here.

I'm going to jump straight to go see a veterinary behaviorist. Because it sounds like your dog is 'guarding' your mom as if she were a resource but this is a very dangerous situation that needs to be nipped in the bud. If your mom has an accident and calls 9-1-1 and the dogs prevent emergency personnel from assessing and assisting your mom, it could have bad consequences for everyone all around. Any dog that has drawn blood needs to be muzzle trained for the safety of everyone involved. Getting slammed with a muzzle or nipped thru the basket is a small price compared to a grievous wound from a bad dog bite.
