In 1990 when everyone had AOL and dial up, caps lock was "yelling." These days, it's recognized as frequently being used by visually impaired people to help them navigate the internet. Without knowing the situation, it's best not to chastise someone who may be visually impaired over their choice of font or capitalization, because it may be the only way they can participate.
I've heard that before, but what makes no sense about that supposition (to me) is that if they can't see to type, can they read my answer in normal non-shouting font?
