I had this problem with my GSD Zeus. My vet who pushes early neutering, had me wait until he was 1 year old to have him neutered. Partly to give it a chance to drop, which it didn't. I would do more research.
Zeus did end up with cancer, but he was 10 years old, which is a very common age for that breed to get it, so I do not think it was related.
