That doesn't sound like they have their clearances, just a vet saying the hips in the parents seem to be good. It's really sad that breeders do this to puppy buyers and the puppies themselves.
The good news is, my Jasmine had her first FHO when she was 7 months old and her second at 2 1/2 years old. She is almost 9 now and she had no clue she has no femoral heads. She still runs with the younger boys and actually is the last one to tire out.
