I'm sitting here trying to figure out the same thing! :p
The most common problem is the picture is too large. Try using a picture resizer to reduce the size then try again.
Are you wanting it to show up next to your name in posts? If you do then you need to add it as an avatar. I see it on your profile. If you need any help just pm me, I can fix it for you.

 am having problems too:no:
An avatar is the picture beside your name. If you have your pictures in the gallery, copy the direct link code and then paste in the edit avatar under the USER CP above the word Donation goal at the top of the page.
i am silly and cannot even find my profile to edit to add a picture! Please help!!Cannot wait to share Shayla with all of you
Look near the top left of the screen and you will see a User CP. Click there and it will get you started.

How do I resize a picture taking by me cell phone that has been uploaded to my computer. I'm having trouble too, says my upload failed.
murpphy1-go to the picture on your computer, click on it, then select Edit, resize and save.

If this doesn't work, let me know.
I'm using Window 10, on your computer at the bottom of the left hand corner, you'll see four white squares, click on that, the Windows box comes showing what is on your computer. You should see a picture that is in your photos, click on it and the photos you have saved come up. Find the picture you want to edit, click on it.

When you click on it, you'll see a pencil, click on it, that's your Edit icon, it's located on the top right corner.

Towards the bottom on the right, you'll see an icon that looks similar to a framed rectangle, that is to resize it. A -/+ appear next to it. You can reduce the size there, or you can increase the size of the picture, then crop it. It will give you different sizes to choose from such as a 4 X 3, this is found by clicking on the Aspect ratio icon, it's the first one on the left of the icons in the top right hand corner. Once you've selected a size, you can then save it by clicking on the disc icon.
I did everything you suggested but could not find a disc icon. I've even deleted the current picture but it keeps popping up.
but the old picture keeps coming up,,,,,i deleted it.....it shows the new picture but the old pic keeps appearing.
Thanks for your help I don't want to keep bothering you.
