certification

I am looking to find a reputable golden retriever breeder in Florida with good health clearances of their dams/sires. Not looking for a show/competition dog, just a great family dog. Prefer American (or at least not pure English) as I prefer the classic golden color as opposed to almost white)...

Does anyone know the steps to take to get a dog certified as a service animal in California? Also does that mean the dog is allowed in most places?
