7 backpacks per girl = 49 backpacks (no legs)

Girl legs (14) + big cat legs (1372) + little cat legs (9604) + the driver (2) = 10992 legs.
However, if we're going to be all logical and insist that the bus has a driver, we might want to point out that there is no way that 7 big cats and 49 little cats will fit in a normal backpack, and a single person couldn't possibly carry 7 giant backpacks with 56 cats each in them.
So, as an algebra problem, it's 10990. As an algebra problem with a cute twist, it's 10992. As a trick question, it's 16 legs, since there's no way they'd allow these cat hoarding girls to bring all these cats on a bus, nor would they allow girls on a bus without at least one adult present.
