I would think in an ideal world it would be better to wait....if she is in a pseudo pregnancy, her hormones are telling her body to prepare for whelping- her breasts are swollen and her uterus is probably also larger than it is when not "pregnant" though certainly it's not as big as it could be if there were pups in there..
that said, dogs are spayed ALL THE TIME while actually pregnant.
I'd guess she may exhibit pregnancy symptoms anyway even if she is spayed... but should not do it again since her hormones won't be dictating to her body.
