Can I rule out food allergy yet?

My puppy has been so itchy on his underside, from his neck, to his front legs, and most of his belly with no signs of rash or anything. I immediately switched him off Purina puppychow after doing a little research and have gone through 3 other foods by now, all types of proteins. I've been spraying his worst spots with a hotspot spray twice a day and have recently been adding digestive enzymes and probiotics to his meals, but he doesn't seem to be getting any better. The vet during his first visit didn't offer any advice really, since he had only just fully switched to his first new food. She just told me to keep at it with all I've been doing and that it could take up to 2 weeks to stop if it were food allergies.
I ruled out gnats and mosquitoes because there are no bumps, but what about other allergies? New Jersey is unbearably bad this time of year with springtime allergies, I'm dying myself. Do they affect dogs at all? I don't go back to the vet until next week so I'm trying to help him as best as I can now. Any ideas?

No need to rule them out, but two weeks isn't long enough for his body to rid itself of prior allergens. You are changing foods too frequently. Are the foods you have been feeding single meat protein foods? If not, then it's possible your pup is still getting some measure of something he might be allergic to. Also, you should consider things like the shampoo you are using (are you careful about rinsing it off thoroughly?), detergents, fragrances, fleas, pollens, etc. Does your pup have dry, flaky skin?
