I would consider changing his food. If you prefer to get your dog's kibble at the grocery store please consider trying Iams, Purina One, or preferably Chicken Soup for the Pet Lover kibble. Pedigree is a low quality food and could be the culprit in the poor coat/shedding.
I'd also recommend a pin brush and to "back brush" in the reverse direction of hair growth after spritzing the coat with a squirt bottle with a tbsp of conditioner and water.
Pedigree is not the best of dog foods. I'm not sure it's your issue, but if you can affort a better food, I would suggest changing to boys diet regardless of the hair loss. I bet you will see improvement.
