Everytime I take Carly outside to have some playtime she has a blast running around and going like crazy but it always ends up her grabbing my pant leg and tugging full out. I have been stopping her and saying no giving her another toy to play with but as soon as I move back to my pants she goes. I then ignore her and come in the house. This seems to be a reoccurring issue. When my kids get up in the morning , she gets really excited and goes for their pant legs , I feel bad because my kids first instinct is to move their legs and then she thinks its a game and then we are frustrated at the kids which is unfair as they are nervous that she will bite them and then we are also telling Carly to stop and its just pure madness for the first hour in the morning. Is there some technique we can try to stop this ongoing problem. She is only 10 weeks and puppy preschool begins next weekend So hopefully we will be able to make it till then.
You could possibly try bitter apple spray on the pants legs. Maybe that would work. Hopefully some more experienced people will join in and give their professional advice.
I understand the chaos! To make your mornings a little bit easier I would crate your puppy in the morning when the kids are getting up. Or at least put her inside an area that is gated. Baby gates really helped with raising our puppy. We gated her in the kitchen when friends came over that she wanted to be too crazy with. We used the baby gates more than the crate but I know others here have great success with using a crate. She had to earn the privilege to be out with us.
When we had her out I would try turning my back to her with my arms folded and then she didn't find it as much fun to jump and grab at our pants legs. This was NOT always successful but did help.
Unfortunately we have a very open concept house. So I may use one of our bathrooms as a time out area. I have to try something as I also have a home daycare and she will one day be too big and I worry she will take down one of the kids. I pray that the classes help and as soon as we can walk her too might calm her a bit ( yes I can hear some of you laughing right now )

I hate to break it to you, but next weekend and puppy preschool won't be the end of it. That will come with maturity.
I agree with the adivice given upthread, during that hectice morning rush, crate her. Then after the kids are fed and off to school you can give her some one-on-one time. It will get better!
Is there any way you could make her a safe area with an X-pen somewhere where she could still see her people but be out of the way of the morning action ?
Oh this sounds familiar. My Loki is now just sixteen weeks old today & he doesn't do that very much at all nowadays, but in the earlier days he certainly did. I think it is really good advise to have your baby in the crate or a gated area during busy family times. We actually invested in a puppy playpen, & got rid of the furniture in our dining area, so that is where Loki goes when I am really busy, have to pop out,or go to work, before my husband is home from his work. Loki sleeps in his crate overnight, but I just use the playpen during the day, as he then has room to play. Your baby will outgrow this really trying stage, though it seems to last forever. Loki will still get a bit nippy when he is over-tired or over-excited, but I can quickly stop him now with a stern No or divert him with a toy. My trainer says not to engage in rough-play or tug games, as this encourages a young puppy to nip. I think this is a stage the virtually all puppies go through. Maybe encourage the children to start some simple training with puppy, rather than playing as such, which will excite the baby. I am sure you will get lots of good advice on this forum, but the very best advice I can give is to get a puppy playpen.
Jasper has never been one to do that but Poppy our Cocker Spaniel loved doing it as a pup and I would just stand still and ignore her. They do grow out of it to a certain extent, although poppy sometimes still likes to think of herself as a young pup and does it, although this doesnt happen a lot!
