Dog just ate something and is swallowing repeatedly and sticking tongue in and out

My golden just ate something and is swallowing repeatedly and sticking tongue in and out every few seconds, is this an emergency, he doesn't seem to be choking though.

I would be very concerned... can you call your e-vet to see if they recommend inducing vomitting, observing him closely or bringing him in asap?

he was just eating an orange peel, but the frequency of swallowing and sticking his tongue out has gone down to about once a minute.

he looks completely fine otherwise though

I would give them a quick phone call anyway just to give them a heads up incase it gets worse/doesn't get better in the next little while.
