I think there is at least one company that makes them custom for individual dogs. They started out with a cart for only the hind legs for small dogs. They had also named it after a little dog, but I cannot remember the name for the life of me.
Now there are several websites for handicapped pets.

I would think there is more and more a market for this, as people treat their pets more like family members.

I actually just saw a dog on one yesterday on the street with his owner....so apparently you can!

Did you have someone make the one you have for you?
I noticed in the photo in my original post above (which is from SCGRR photo of Buddy-the 15 year old dog that the man was dragging into a shelter and the lady took the YouTube video and then SCGRR got the dog), it looks like there are straps that run from the side bars under the dog's belly (to redistribute the weight from his feet to the wheels?).
