I'm gonna be including some photos so you can understand a little bit more of the history that I'm about to talk about.

Honestly a lot of the boil down to your level of tolerance for risk and I think pricing. First, since the mom is in the US I would expect to see United States health certifications on her but they didn't. A lot of people who import older dogs do the same thing they're afraid that they will not clear under the US system so they just use those European clearances which would be appropriate if the dogs were in Europe. They're still using Russian certifications that are under a different system and done much younger than they can be in the US.

Overall I would say that this is a pretty weak pedigree for good hips and elbows based on what I'm seeing in the records.

The mom has several passing siblings in Europe but another one imported to the US failed with moderate dysplasia.Pedigree: Rus Pecos Chudnyi Paren
Orthopedic Foundation for Animals

Also the mom's direct production record is not looking too great. Though she herself is not on OFA some of her puppies are like this one Orthopedic Foundation for Animals These tend to be puppies that of been placed into breeding homes where the owners want to do full testing before potentialy breeding. So this wouldn't be all of her pups but just the ones that have been tested. All of these dogs are of the age that they should've been able to get hips and elbows completed the fact that they aren't is very concerning. We can also see holes where there should be certifications but there are not so either these animals were not tested or more likely they failed especially when there is a hip and no elbow or an elbow and no hip since those are done at the same time.

The sires clearances certifications are much closer to being in order it does look like he needs to have a current I exam as it's been a couple of years and this needs to be done yearly.

He's a young boy so I can't look at his production record but I can look at his siblings and only one of his full siblings was able to get full certifications to others weren't and it is half siblings were also seeing an issue with elbow dysplasia. Orthopedic Foundation for Animals

Like I said it boils down to your tolerance for risk and I think pricing. As the health certification stand now for both parents I think I would probably expect pricing to be maybe $1000-1200. With Full certifications I could see maybe $1800. The mom apparently has a Russian title but the titles are in the US, the UCI international championship also listed as just international championship are pay for title program where the dogs don't actually have to defeat another dog in order to get them. IMHO this breeding is not actually offering much in the form of value passed the coat color and you have to decide if you're willing to pay more for a color then you could if you made health or proven in competition a top priority.
