Did this breeding just happen or are there puppies already?
There are no clearances on offa.org for hips and elbows for the female. I see that they have prelims listed on the k9data page, but those are not clearances. I do see she had her heart checked by a regular vet too.... I'd prefer a clearance from a cardiologist. <- I do have a question for breeders on this too, but the report date was Jan 15. The puppies were born Jan 14. Does that mean the girl technically didn't have a heart clearance yet?

It looks like the test was done on Dec 13, 2012 and the OFA report was done on Jan. 14, 2013. But as we do know it was an oops litter so probably the new owner wanted to have as much info as possible on the bitch for perspective puppy people.
This litter is on the ground. Mom is not yet 24 months. The breeding was unplanned, the new owner discovered the bitch was pregnant when she arrived from her previous owner.

Who was the previous owner? How does she know who the sire is then?
Considering this is an accidental litter, I would expect to pay less than $1000 for the puppies. And she should not be passing this off as a full OFA's clearance litter. The female does not have all her clearances.
Lilly will not be old enough for final OFA clearances on hips and elbows until May 2013. There is no information on K9 data that cardiac clearances have been done.
Please make sure to verify all 4 core clearances are done, hips and elbows through OFA after 24 months (final clearances NOT preliminaries) eyes done annually through CERF and heart by a cardiologist after 12 months.
The previous owner is indicated in the bitch's naming. That person actually owned both sire and dam of this breeding.
I understand the 24 month rule of thumb and the issue of clearances and I'm taking that into consideration for my decision.
However, does anyone have insight regarding the previous generations?
Edited to add: I'm trying to get a feel for the lineage of both sides of the breeding to weigh pros/cons with the breeding over all. Thanks for your help!
My An Ch sired pups out of a dam with a title and both parents with all four clearances..CHIC included are sold for $1000... Just to put it in perspective....
