I am sorry your parents are going back on their word and not being supportive.
Would it be possible to sit down when everyone's calm and talk to them about it? Remind them of the commitment they made as well as yours. Also to thank them for what they do for you and Joey. It is pretty great that they walk him and feed him etc when you are at work.

I hope things mellow out and you can also remind them that he won't be a puppy forever. : )

My thoughts exactly. Im actually a little shocked a health care professional would say such a thing. Its not the norm.
If I raised 5 kids, I sure do know....... a few things anyway
